Himachal Pradesh chief minister Virbhadra Singh on Tuesday said the BJP government led by Prime Minister Narendra Modi is “misusing” central agencies including Central Bureau of Investigation (CBI), income tax department and enforcement directorate against its political rivals. Singh said the Centre has “failed to address the core issues” of the country and is engaged only in “harassing” its rivals.

The statements came on Tuesday while Singh was addressing a Youth Congress rally for empowering the Panchayati Raj Institutions representatives at Himachal Pradesh’s Mandi. Singh said the union government had “failed to address the core issues” and problems faced by the nation as the BJP is busy in “victimizing and harassing” the political rivals.

Singh said provision had been made in the 14th finance commission for devolution of funds for developmental works to panchayats but the provisions did not  included any such provision for Zila Parishads and Panchayati Samitis.

Singh said he had taken up the issue personally with the Prime Minister and was hopeful that provisions will be made for Zila Parishads and Panchayat Samitis as well. But, in case the Centre did not agree, the state government will provide appropriate funds for carrying out developmental activities by itself.

Singh added that the government had constituted ‘Niti Ayog’ in place of ‘Yojna Ayog’ and being a chief minister he was also its member but till now he is unaware about the working of the commission.

Commenting on two years of the Modi government, Singh said BJP’s claims of development had been confined only to publicity. He added, so far nothing had been done on the ground level.  Singh claimed that the union government had failed to fulfill promises made during the election campaign.
